Read:- A letter from the Secretary to the Chamber of Commerce, dated the 14th December 1882, relative to the continuance or otherwise of the Subscription to Reuter's Telegrams for the year 1883.

The Committee have before them paragraph 14 of Lord KIMBERLEY'S Despatch No. 170 of the 9th December, 1881; also paragraph 9 of His Lordship's Despatch No. 97 of the 19th May last.

The Committee repeat the opinion they have expressed on this subject at page 2 of these minutes, and recommend that the additional amount of $572 for the service of the Reuter's Telegrams be voted.

136 of 1883. Gratuity to Mrs. MULGRAVES, $166.

Read: A Petition from the widow of JAMES MULGRAVES, late Inspector of Nuisances, dated the 11th instant, for a compassionate allowance.

The Committee find that the Petitioner has been left destitute and that her late husband had served the Government faithfully since 1871,—first as a Turnkey in Victoria Gaol, and afterwards, from August, 1879, as Inspector of Nuisances, which latter appointment he held at the time of his death.

The Committee also find that the deceased lost his life from necrosis of the bone of the leg, arising from injuries he had received in the performance of his duties, while at the Gaol, in a struggle with a madman.

The Committee also find that the Government had to pay $75 towards the funeral expenses of the deceased in consequence of his having died destitute.

Under the circumstances the Committee recommend a gratuity of $166 to the Petitioner. In doing so, the Committee desire to record that, considering the frequent applications of this nature that come before them, they recommend that the question of forming a Widows and Orphans general fund for officers should be brought to the attention of the Executive.

The Chairman adjourns the Committee sine die.
